The minimum legal requirement according to the Hong Kong Motor Vehicles Insurance (Third Party Risks) Ordinance is to cover your legal liabilities towards third parties with respect to injury or death.
However, most insurers in Hong Kong do not provide insurance covering you only in the event of injury or death caused to a third party, and Third Party motor insurance policies in Hong Kong will almost always include cover for damage to third party property.
Comprehensive Coverage
Comprehensive motor insurance policies include Third Party insurance, protecting you against your liability towards third parties in respect to bodily injuries, death, or damage to property. But a Comprehensive Motor Insurance plan will extend the coverage to protect you against damage to, and theft of, your own vehicle.
Because there is more coverage available through this type of plan it is easy to see why this is Comprehensive as it protects against a wider range of risks than simple Third Party protection.
